PD: Off-duty officer investigated for assault

Officer Michael McNeeley is under an open investigation for assault after he allegedly elbowed Raymond Paul Haley II on Sunday at the Horseshoe Casino's second floor vintage bar, according the Cleveland Police Department.

Both McNeeley, 35, and Haley, 33, were suspected of using alcohol, according to police.

A Cleveland police officer who was working his second job as a casino security guard responded to a panic alarm on April 10 and said he saw Haley and McNeeley arguing. Haley, of Cleveland Heights, told the security guard that McNeeley had approached him and elbowed him in the jaw area, according to the security officer's report. Haley said he and McNeeley exchanged no words prior to the alleged assault.
 
McNeeley was off-duty at the time and was not a security guard, according to police.
 
If criminal charges result from the investigation, at that point that discipline/suspension would be addressed, police stated.
 
No marks or bruises were observed on Haley, who had a beard, the guard stated. Haley refused treatment by Casino EMTs and EMS, according to the guard.
 
According to a document from the Ohio Attorney General's Office, McNeeley was involved in the 2012 Cleveland Police Department chase. Thirteen officers fired a total of 137 shots into Timothy Russell's Chevy Malibu. Russell and his passenger Malissa WIlliams were killed after leading police on a 24-minute high-speed chase. The document includes no information indicating that McNeeley was one of the officers who fired shots.
