Authorities shut off the power in the area and the American Red Cross has been notified, according to city officials.
Eight volunteers from the Red Cross were at the scene of the fire handing out water, snacks and blankets to displaced residents and first responders.
Police confirmed the fire has spread to at least one other building.
The cause of the fire is unknown at this time. Dominion Energy was called to the scene after rescue crews reported the smell of gas. Dominion Energy crews say they did not find natural gas, they found propane.
