A Flood Advisory has been issued for Richland and Ashland counties until 7 p.m.
A Flash Flood Watch has been issued for Tuscarawas County until 10 p.m.
The National Weather Service said showers and thunderstorm with heavy rainfall are expected into the early evening.
Rainfall rates may exceed two inches an area.
