CLEVELAND — Cleveland police are starting to tow cars parked outside of the Muni Lot.
Police said that cars parked illegally on South Marginal will be towed.

Fans started lining up Saturday night to get into the Muni Lot and tailgate ahead of Sunday's game against the Tennessee Titans.
